Prepaid International Forum's India Chapter acts to educate consumers

London, UK  – International trade body Prepaid International Forum (PIF) today announced that the India chapter of the forum is to roll out a comprehensive consumer education programme to build awareness and adoption of prepaid products and services in the country.  It follows a survey of consumers conducted by PIF India member organisations which revealed that consumer awareness of prepaid is very low. Commenting on the rationale behind the initiative PIF India Executive Committee member Brajesh K. Varma explained “one of the many advantages of prepaid is that it represents a low cost, basic banking product that provides an entry point to a range of financial services for the unbanked and under-banked. Prepaid cards also provide convenience, security and control for segments such as youth, payroll and in the distribution of social benefits. As Chair of the PIF India Consumer Education Group I am leading a group that believes in the importance of promoting these benefits.” As PIF India prepares to celebrate its first anniversary in August 2010, members met in Mumbai on 28 April to consider the key components of a nationwide prepaid awareness campaign. There was support for thematic advertorials including the promotion of gift cards ahead of festival periods such as Diwali and the promotion of general purpose prepaid cards at Point of Sale and through bank branch staff. PIF India Chairman Sachin Khandelwal said “This is a very important initiative and one that is being planned when consumer spends are at a high and there is a lot we will be able to adequately  promote prepaid for the benefit of all stakeholders.” PIF India’s consumer awareness programme is just one of many initiatives being developed by the Chapter in India. Launched in August 2009  under the patronage of leading global payments solutions provider TSYS®, the Chapter has a rapidly expanding membership representing issuers of prepaid products and services, payment networks and processors. The Chapter actively represents the interests of members with regulators and other government bodies through the Chapter’s Legal & Regulatory Working Group and helps members to identify robust and profitable business models through the sharing of best practice with PIF members from around the world. Boanerges Ramos Freire assumes Brazilian Chapter's presidency of institution that encourages the use of prepaid

The organisation represents instruments such as meal and food vouchrts, transport passes, fuel vouchers and prepaid telephony, which moved 41 billion dollars in Brazil in 2009 São Paulo, Brazil, Group Setorial de Pré-Pagos (GSPP), Brazilian chapter of the Prepaid International Forum, named the economist Boanerges Ramos Freire for the institution’s presidency. He will officially assume the post during the organization’s first General Annual Meeting, which happens on April 27th at Centro de Convenções Frei Caneca, in São Paulo. The meeting is part of the celebrations for the first anniversary of GSPP in Brazil. The organization is affiliated to the Prepaid International Forum, a nonprofit international organization created to represent the prepaid economy companies. Based in London and globally sponsored by TSYS (NYSE: TSS), it is composed of 60 members spread in the United Kingdom, Europe, Australia, New Zeeland, Brazil and India. With over 29 years acting in the retail and financial sectors, Boanerges is the president of Boanerges & Cia consulting. He has also been vice-president of Visa in Brazil, director of CSU CardSystem and director of Credicard. According to Freire, the prepaid sector made 41 billion dollars last year, a 17% increase compared to 2008. The transactions with that kind of instrument represent 3.7% of the private consumption in the country. That number includes 24 billion dollars from traditional prepaid products, such as meal and food vouchers, transport passes and fuel vouchers. The other 17 billion dollars come from prepaid telephony.  The president of GSPP explained that the main objectives at this stage in Brazil are the identification of the legal and regulatory matters that impact the industry, the formulation of possible improvements in the regulatory framework and the representation of that industry for regulators. “We will also dedicate a great effort to identify successful cases in prepaid programs and successful business models that can be implanted in the country”, he says.  He evaluates that there are many opportunities in the sector and that the system has plenty of space to grow in the country. “The prepaid are a great instrument for that part of the population that doesn’t use banks – over 50% in Brazil. It attends a number of needs, and have yet undeveloped potential”, says Freire. Among the possibilities, he highlights the gift card, the government’s social assistance card and plastics to send money abroad. About GSPP Grupo Setorial de Pré-Pagos (GSPP), Brazilian chapter of the Prepaid International Forum, is an organization that gathers companies and consultants that operate, manage, issue, analyze, provide solutions or distribute ways of prepayment.  The institution considers as prepaid instrument every payment device for products or services purchase with funds paid by the customer or by others before its use. Prepaid International Forum's Brazil & India Chapters collaborate to drive prepaid forward

London, UK - Members of Prepaid International Forum (PIF) in Brazil and India met via live video conference on 10 December 2009 in the first formal exchange of ideas and thoughts on prepaid in two of the largest BRIC markets. The group, which included members interacting live from São Paulo and Mumbai, exchanged knowledge and best practice about the two relatively similar economies.   

For more than 60 minutes, members identified some of the key drivers propelling the growth and adoption of prepaid products and services, which include industry innovation in the payments sector and the role prepaid products play in promoting financial inclusion by offering a potentially low-cost solution for acquiring new customers. Participants also discovered that they share common opportunities and challenges ranging from the identification of robust and profitable business models for prepaid in each country, to the development of strategies to mitigate risk and unfavorable publicity and the need to achieve the optimum legal and regulatory framework to drive prepaid growth.  

Glaucon Pereira, CEO of ATIVI Telecomnet and Chairman of PIF Brazil said, “It was interesting to note that for both markets, the potential for prepaid to facilitate social inclusion is vast in that prepaid offers a secure, low-cost medium to distribute social benefits and pensions”.  

Participants also discovered that there are challenges unique to Brazil and India, especially around the legal and regulatory framework. In response to a question from PIF India regarding the regulatory enablers in Brazil, Antonio Giacomini a partner with law firm Andrioli E Giacomini Advogados, said, “ Whilst prepaid in Brazil is more evolved, with long-established meal programmes for example, few regulations for prepaid exist, forcing prepaid companies to adapt and create new ways to evolve in the prepaid space.” Vinayak Prasad, Head of Cards with ICICI Bank said this was in stark contrast to India: “Whilst India is in the nascent stage of development with enormous potential for growth, the payments industry is evolving slowly with mobile payments expected to be the catalyst for likely quantum growth.  

Commenting on the live link-up, Amit Sethi, Managing Director for TSYS India and South Asia and Vice Chairman of the PIF India Chapter said, “The coming together of two Chapters opens the door for future collaboration and information exchange as the payments sector in both markets evolves. It can also be seen as the first step to driving prepaid market growth in both markets for the benefit of all stakeholders”. Mr Sethi also highlighted the similarities between both markets, particularly in the area of mobile payments. He added, “There remains a huge potential for mobile payments in Brazil and India, given the high pentration rates. With 500 million mobile subscribers in India and  more than 165 million in Brazil, the opportunity for delivering prepaid solutions by mobile phones is vast." 

Established in 2007 in the United Kingdom, PIF has been a catalyst for the creation of international standards and best practices in prepaid commerce. The reach of the forum continues to expand across the world as developing prepaid markets derive value from information exchange, sharing of best practice and the implementation of guiding principles and codes of best practice.  

The PIF India and Brazil Chapters were both incepted in 2009 under the patronage of leading global payments solutions provider TSYS®. Commenting on the evolution of PIF in India, Sachin Khandelwal, Senior General Manager, ICICI Bank and Chairman of PIF India said, “The growth of the PIF India chapter represents global recognition of India as an emerging prepaid market with tremendous potential for growth. Dear Sirs  

The Prepaid International Forum (PIF) is a not-for-profit international trade association established to represent all parties participating on a commercial basis in the prepaid economy. It provides a voice for the cross industry prepaid sector to speak to national and international regulatory and governmental bodies and it is in this context that I am contacting you. We have recently become aware that there exists a potentially damaging (and in our view unintended) consequence for the fledgling prepaid payment industry relating to restrictions proposed in the types of payment instruments allowed to be used at newly licensed gaming operators in France. 

We understand the main objectives of the new legislation as being to:

 Ø Refrain the development of addictive phenomena and prevent minors (even emancipated) from accessing the gaming offer

Ø Guarantee the integrity, security and reliability of gaming operations and ensure the transparency of their exploitation

Ø Fight against money laundering 

PIF fully recognises these objectives as sensible and necessary for a responsible gaming framework, but we can not understand the reason for restricting means of payment outside of the traditional banking system – in this case Electronic Money products and services. 

The proposed prohibition of the use of e-money and in particular prepaid means of payment, is disproportionate and, if implemented, would limit e-money as a payment system from being established in France, to the detriment of consumers and to the detriment of the development of a level playing field for all payment systems In our view it may be against the intentions of the Electronic Money Directive and/or the Payment Service Directive (PSD) – which makes specific allowances for anonymous means of payment for small amounts online.  

One of the key policy objectives of the Electronic Money Directive and the PSD is to stimulate innovation and competition in payment services and to create a “level playing field” with the banks regarding payments. Should this bill create a situation whereby only banks could provide payment services to online gambling operators, then it may be at odds with the intention of these directives.Appendix (specific observations from PIF relating to the policy objectives)  

Refrain the development of addictive phenomena and prevent minors (even emancipated) from accessing the gaming offer

In relation to this objective, prepaid payment instruments are recognised as an effective tool to limit spontaneous and excessive gambling. Being prepaid (therefore involving no credit), only available in small amounts, and resistant to spontaneity, all help address problem gambling issues.

 

Best practice indicates that a means of payment should not be used to assist in age verification, VISA, for example, has notified webmasters that it specifically objects to the use of its credit cards for purposes of age verification. However for specific prepaid programmes that provide payment services to minors it is PIF Best Practice for the Merchant Category code for gaming to be blocked (together with those codes relating to adult services such escort services, liquor stores, massage parlours and cigar stores). 

Guarantee the integrity, security and reliability of gaming operations and ensure the transparency of their exploitation 

Although payment services have only a limited role to play in this objective, it is the nature of Prepaid Payment Instruments provides the user with a very strong feeling of safety and security - which supports this policy objective in part through integrity and security since Prepaid Payment Instruments are not linked to a bank account. Giving people the chance to use a payment method without having to disclose personal financial details provides the individual with genuine reassurance that their critical information can not be leaked, abused, compromised or stolen - either by accident, fraud or incompetence by the gaming operator, its employees or hackers. 

Fight against the risks of criminal fraudulent exploitation of the games and fight against money laundering 

Relating to the risks and concerns that may exist around money laundering, movements of the proceeds of crime, or terrorist financing, we are able to demonstrate that with our systems, controls and policies, such risks are mitigated. 

Prepaid products are required to be fully compliant with the 3rd Anti-Money Laundry Directive, and as such load limits, know your customer and other limitations are fully enforced. In this regard, we believe that Prepaid Payment Instruments can be a positive force in pursuit of the social protection objectives, without adding risk to the objectives around minors and money laundering. 

Taking the above into consideration we would strongly urge you to re-assess the wording of the proposed legislation and please be aware that PIF staff are available at your convenience to discuss this further.

Prepaid International Forum announces launch of new India Chapter

Mumbai, India - International trade association Prepaid International Forum (PIF) today announced that it will launch a new PIF India Chapter in Mumbai on 7 August.

The India Chapter will be launched under the patronage of TSYS® and it is anticipated there will be attendees from key acquirers, card issuers, banks, other commercial associations and regulators. Mr Sachin Khandelwal, Senior General Manager, ICICI Bank has been appointed as Chairman of PIF India.

Mr Vinayak Prasad, Head Cards Group, ICICI Bank said, "Recent trends in prepaid and debit cards indicate a growing acceptance of plastic in India. ICICI Bank is one of the largest players in the prepaid cards business with presence in domestic payroll cards, international travel cards as well as prepaid fleet cards. India has a large opportunity to service with innovative solutions in remittance, fleet, government benefits, and tolling solutions and many others. We are hopeful that the forum will bring in the desired impetus in the current market"

With a population of 1.2 billion individuals, an increasing number of young adults and with only 20 percent of adults having a payment card of any kind, India represents an attractive market for providers of prepaid solutions. Already, some prepaid operators have been quick to introduce solutions such as prepaid cards, gift cards, multi-currency travel cards, meal and payroll cards.

In January 2009, recognising the significance of e-money and prepaid cards, the Reserve Bank of India published its draft guidelines for Prepaid with the purpose of providing a framework for the regulation and supervision of all parties involved in the issuance of prepaid payment instruments in India. This framework will be one of the items to be discussed at the inaugural meeting in August along with the chapter's terms of reference, proven methods pf operation and innovative case studies. Future meetings will also focus on PIF's research and analysis of successful and unsuccessful business models, enabling Indian members to take away valuable lessons, best practices and business models for new revenue-generating value propositions.

Prepaid International Forum announces first Accreditation Awards

London - International trade association Prepaid International Forum (PIF) today announced that three member organisations, G-T-P, Prepaid Services Company Ltd and White Eagle (Europe) Plc, are the first to be granted PIF Accreditation.


The accreditation scheme was introduced by PIF in July this year with a view to creating an international standard for growth in prepaid commerce.  It is designed to ensure best practice in prepaid products, to enhance confidence amongst prepaid users and to guard against the threat of reputational risk.

The accreditation process is aligned with full compliance to PIF’s Best Practice Guidelines and Issuer Code of Conduct.

Chris Reddish, Chairman of the Prepaid International Forum, said “Once again, PIF and its members show leadership in prepaid.  This is an excellent accreditation scheme and I look forward to welcoming more members of PIF to the scheme shortly.”

Prepaid International Forum announces accreditation scheme

London - International trade association Prepaid International Forum (PIF) today announced the launch of an accreditation scheme for member programmes that will create an international standard for growth in prepaid commerce. The scheme is designed to ensure industry best practice in prepaid products and to enhance confidence amongst prepaid users.


As a not for profit trade association, covering both closed loop and network branded open loop schemes, PIF is well positioned to provide an independent international perspective.

The demand for an accreditation scheme has come from PIF members, who are determined to establish best practice standards and are sensitive to the concerns expressed in adverse media coverage about prepaid such as alleged money laundering, aggressive marketing and poor customer service.

The accreditation process will apply initially to members’ issuer programmes and will be correlated with PIF’s Issuer Code of Conduct. Other industry participants will be included in the accreditation scheme in due course.

Compliant organisations will receive an accreditation certificate and a licence to use a PIF accreditation symbol on any marketing materials. PIF retains the right to review and withdraw accreditation and will carry out an annual audit of accredited programmes. Continued accreditation will be dependent on full compliance with PIF published standards, codes and guidelines.

Chris Reddish, Chairman of the Prepaid International Forum, said “Today’s announcement represents a significant step forward for the prepaid industry. As the demand for prepaid services gathers pace, it is essential that the industry takes the lead in establishing and policing the levels of service necessary to underpin consumer confidence and the continued growth of prepaid.”

Prepaid International Forum announces first elected Chairman

International trade association Prepaid International Forum (PIF) today announced that Chris Reddish, Global Product Head of Prepaid Europe at MasterCard Worldwide, has been elected as Chairman of the forum. Mr Reddish has been involved in development of PIF since its establishment in June 2007. He replaces Ken Howes, Director of Edgar, Dunn & Company, who had been Acting Chairman of PIF and has played a key role in driving the early growth of the forum.

As well as providing an industry voice, it provides research and thought leadership, a catalyst for the creation of international standards and a forum for members to consider and address evolving changes in the prepaid economy.

The new chapter will be chaired by international payments specialist Ian Povey. Mr Povey said ‘The timing is appropriate. Though prepaid programmes have been around for some time in Australia and New Zealand, increased activity across business sectors and the global proliferation of web-based service offerings has led to new levels of competition. As the industry continues to expand there is increased need for dialogue, both with other providers of prepaid services and with appropriate regulatory bodies. Whilst having a local focus, the group will undoubtedly benefit from PIF’s international reach and experience in areas such as payments fraud prevention and new innovative solutions.’

The new chapter will become part of a global network for industry thought leadership. In Europe, member working groups that include representatives from MasterCard Europe, GE Money, American Express, TSYS Europe, Citibank, Retail Decisions and Western Union have already begun to discuss customer education, regulatory and business models.

International trade body announces start date for Australia and New Zealand chapter

Broad membership reflects evolving prepaid facilities

November 26, 2007 - International trade association Prepaid International Forum (PIF) today announced that the inaugural meeting of its Australia & New Zealand Chapter will take place in February 2008 and that founder members of the new chapter include Australia Post, BP, FIS Australasia, Deacons, e-pay and Cuscal.

The new Australia & New Zealand PIF chapter will address the key areas of interest to the entire prepaid industry in the region through highly focused and interactive study groups covering the areas of Business Models and Law and Regulation. The first study group will become operational in February 2008. Through PIF’s members and Directors in Europe and its connections with partner trade body in the US, the Network Branded Prepaid Card Association (NBPCA), PIF Australia/New Zealand is committed to helping prepaid executives overcome the challenges of launching and managing prepaid programmes.

Ken Howes, Chairman of the Prepaid International Forum, welcomed the announcement. He said “The prepaid economy continues to grow around the world and the need for a cross-sector trade association that can encourage and stimulate the profitable and ethical development of prepaid commerce has never been stronger. New trade body launched in anticipation of global boom in prepaid commerce

Improving consumer understanding of prepaid a key objective

LONDON - A new international trade association, Prepaid International Forum (PIF), was today launched in anticipation of a global boom in prepaid commerce.

The group, drawn from across Europe and including MasterCard, GE Money, JP Morgan Chase, American Express, Sainsbury’s, the VA merchant alliance and TSYS, will address key challenges facing the nascent industry.

PIF is the first global association to focus on the entire prepaid commerce industry – from retailers and providers of voucher services to financial institutions and telecoms companies, as well as public authorities and service providers to the industry.

“Prepaid commerce has the potential to bring modern financial services to the unbanked, unemployed, under-privileged and expatriates; its success will be very important to society, and PIF will help drive that success,” comments Michael Lafferty, director of PIF.

One of PIF’s first tasks will be to address concerns within the industry over poor consumer education of the benefits of prepaid. Members of the forum have identified this as a key challenge facing the industry.

Ken Howes, a member of the PIF steering group, comments: “Issues of consumer education and negative press coverage are obvious concerns for the nascent prepaid industry. PIF will address these concerns by establishing a dialogue between the prepaid economy and government agencies, regulators, consumer bodies and the media.”

One of three initial working groups established by PIF will look at Consumer Education and how the prepaid commerce industry can help improve the public’s understanding of the industry. The other two working groups will assist members with legal and regulatory issues, and business models for the industry.

The initial focus of PIF will be on the European prepaid commerce industry, extending to other regions in response to Member interests. A recently formed partnership with the Network Branded Prepaid Card Association (NBPCA) of the US will ensure that the organisation can draw from significant experience in prepaid commerce in that market.

A survey of PIF members identified a number of important industry issues:
  • Europe – by some margin – is viewed as the region that will see the greatest growth in prepaid business activity over the next five years; Latin America has the least prospects.
  • Half of respondents believe prepaid commerce will reach a ‘critical mass’ in terms of usage within three to five years in Europe; however, less than a third believe that ‘critical mass’ will be achieved globally over the same period. The majority (60 percent) believe it will take more than five years.
  • Respondents are split over whether prepaid commerce will significantly reduce cash usage in the near term. Four in 10 believe prepaid will reduce cash usage within the next five years. However, the same proportion thinks it is too early to say.


Why is prepaid commerce important?

  • Up to 70 percent of the world’s population is unbanked. Prepaid commerce will allow this group to take advantage of modern financial services such as card payments
  • The growth of prepaid commerce will reduce society’s reliance on cash
  • Prepaid will allow governments to achieve vast economies of scale by enabling benefits to be paid electronically
  • Prepaid provides ex-patriots with the opportunity to enter the banking system while still settling in a host country; it also allows them to make remittance payments to family and friends in their country of origin

Prepaid International Forum (PIF) and the Network Branded Prepaid Card Association (NBPCA) Enter Formal Co-operation Agreement

London-based Prepaid International Forum (PIF), a newly created not-for-profit trade body dedicated to the progression of prepaid commerce around the world, has entered into a formal agreement with the Network Branded Prepaid Card Association (NBPCA), the leading US-based inter-industry trade association for network branded (open loop) prepaid cards.

PIF’s activities will embrace all industries involved in prepaid commerce – from retailing and transportation to telecommunications and banking. Its initial geographic focus will be on Europe.

Under the terms of the agreement, the NBPCA shall provide services on a non-exclusive basis to PIF in the area of information on network branded prepaid cards and launching and operating a non-profit trade association dedicated to enhancing the business environment for network branded prepaid cards.

Commenting on the agreement, Robert Courtneidge, spokesman for the PIF steering committee, said that the agreement will allow members of PIF to benefit from the NBPCA’s extensive knowledge and achievements in the area of network branded prepaid cards in the US issued on the Visa, MasterCard, American Express, and Discover networks.

“The NBPCA’s experience in launching and operating a not-for-profit trade association dedicated to enhancing the business environment for prepaid products and its commitment to the effective representation of participants in the network branded prepaid cards value chain in the US is closely aligned to PIF’s own objectives for Europe.”

“We believe that it is only through collaboration with other bodies already promoting specific segments within the prepaid industry that the opportunity for prepaid commerce as a whole can be maximised. We are delighted to enter into this agreement with the NBPCA”, Courtneidge said.

Members of PIF will benefit widely from the sharing of information and experiences by the NBPCA, and through the appointment of a dedicated NBPCA liaison executive.

MasterCard Becomes Founder Member of Prepaid International Forum as Senior Executive Joins PIF Board

MasterCard Worldwide, the leading global payments organisation, has become a founder member of Prepaid International Forum, the newly-launched trade association for participants in prepaid commerce worldwide. At the same time, Chris Reddish, Group Head of MasterCard Prepaid in Europe is joining the PIF board.
