TERMS OF REFERENCE

Objectives and Scope

The PIF Transport Working Group (the TWG) is composed of PIF members interested in exploring, developing and exploiting the potential for prepaid cards in the UK, European and global transport marketplace. 

The group operates within the remit of the PIF, represents the geographical membership base and covers all aspects of the transport marketplace including all types and aspects of public and private transport provision and allied services including (but not limited to) bus and rail ticketing, parking, road tolling/ congestion charging and associated local authority services. 

The TWG was formed with the following initial objectives:
 
1. Gathering information on the size and nature of the target markets
This will include discussions with transport sector speakers from both supply and operator side and generating interest in key transport sector players joining the PIF.
2. Analysing the potential for exploitation for different types of prepaid cards and related products in these markets
3. Defining options for exploitation for different types of PIF members
4. Monitoring ongoing developments in the target markets for service providers, suppliers and transport operators.
5. Providing transport sector support to PIF members. This will include submitting papers of interest and relevance from time to time
6. Widening the footprint of the PIF and raising its profile and that of its members in this market. This will include acting as a platform to develop (on its own or jointly with others) seminars and conferences.
7. Stimulating wider marketplace awareness of and interest in the PIF

In the case of objective 3 the TWG liases closely with developments in the other PIF working groups, particularly the Legal & Regulatory Working Group. It also draws on the work of the Business Models Working Group.

Benefits

The benefits to PIF members are:

  • Obtain in-depth information about the nature and potential of the transport marketplace for prepaid products and services
  • Define the options and opportunities available to help them make informed decisions about whether, when and how to enter the transport marketplace
  • Provide opportunities for networking and introduction to the key players in the marketplace

Membership and Governance

The Group comprises the following:

1. Chairman – The TWG had joint chairmen in the first instance comprising Alan Leibert of ALCO Consulting and a PIF board member who acted as liaison with the PIF Board
2. Membership of the Working Group is open to all interested Members of PIF and/or other organisations associated with PIF and representing specific interest groups
3. Guest organisations (i.e. non-PIF members) may be invited to participate in working group meetings at the discretion of the Chairman and with the agreement of the Group in order to provide insight into relevant aspects of TWG objectives.

Powers

1. The working group has no powers to commit PIF to any policies or activities. Any recommendations regarding practices or activities to be communicated to the public at large will need to be approved by the PIF Board to ensure overall PIF endorsement and coordination.
2. The working group is expected to address all issues that impact on the achievement of its objectives.

Activities

1. From the outset meetings were held every 8 weeks for the first 6 months to expedite progress. Today meetings are held every 3 months. The majority of meetings are  face-to-face with additional email contact as required between meetings. Some members or invitees join meetings via a conference call.
2. Prior to each meeting an agenda is distributed together with any relevant papers for discussion by working group members.  It is hoped all participants will contribute to the preparation of papers where possible.
4. The TWG may create sub-groups from time to time to address and investigate in some detail specific items of interest to members.
